The severe and ongoing drought affecting Europe this summer is a troubling sign of future challenges.
Rising temperatures have increased electricity demand, causing thousands of heat-related deaths. As many Europeans use air conditioning, the power systems supplying this energy are struggling under extreme heat and water shortages.
The nuclear energy industry faces challenges from extreme heat, as many reactors rely on river water for cooling. This method can be affected by low water levels or excessively high temperatures.
The Paks nuclear plant in Hungary, supplying nearly half of the country’s electricity, has shut down half of its turbines due to low water levels. Meanwhile, the Beznau plant in Switzerland has gone offline because of high river temperatures. These issues raise concerns about nuclear power in Europe.
Carbon Brief reports that just 14 percent of the 440 nuclear reactors globally are cooled by rivers. According to a researcher at McMaster University, even a significant 15°C rise in cooling-water temperature cut a large reactor’s output by about 6%.
During a heatwave, the main challenge is often legal rather than technical. Power plants return cooling water to rivers at a higher temperature, and regulations limit how warm it can be to protect aquatic life.
While river temperatures usually recover quickly, low water levels require significant rainfall to return to normal. Currently, Europe is struggling with the lack of rain.
Nuclear power in Europe carries risks, as seen in France, which gets around 70 percent of its energy from nuclear fission. In 2026, France shut down three of its 57 power plants, resulting in a 9 percent drop in energy production, although this usually represents only 1 percent of total annual output.
The lead author of a new study in Energy Policy found that improvements such as cooling towers, dry-air systems, and smart outages have reduced nuclear energy losses by 91 percent.
In their analysis of the 2022 heatwaves in Europe, the authors found that nuclear power ran at 90 percent capacity, significantly more stable than wind and solar. They stated that while challenges exist, these do not support the claim that riverine nuclear power is inherently unsustainable.
Historical evidence shows that nuclear fleets maintain high reliability, even in extreme weather, with only slight output reductions during severe events. As Europe faces hotter summers, nuclear energy will remain an important part of addressing the climate crisis.
