AI chatbots have alarmed experts by offering detailed instructions on building biological weapons that could cause mass casualties, according to a troubling report released on Wednesday.
Leading AI labs like Google, OpenAI, and Anthropic have taken steps to ensure their models are safe, yet the New York Times obtained transcripts showing chatbots providing detailed instructions on causing harm and death.
An unnamed AI firm hired a Stanford microbiologist to test its chatbot before its public release. He was shocked to find that the chatbot provided instructions on modifying an “infamous pathogen” and deploying it in public transportation to maximize casualties.
“It answered questions I hadn’t thought to ask, showing a chilling level of cunning,” he said. He noted that the unnamed company made some changes to address his concerns, but he felt they weren’t enough to ensure public safety.
Transcripts were provided by experts hired by AI companies to test the safety of their products, specifically assessing how well safeguards respond when users seek information about deadly weapons.
A genetic engineer at MIT told the Times that OpenAI’s ChatGPT described how a weather balloon could spread deadly pathogens over a U.S. city.
Examples included Google’s Gemini identifying pathogens that could devastate the cattle industry, while Anthropic’s Claude provided instructions for deriving a toxin from a cancer drug.
Experts highlighted that inaccurate instructions could cause significant harm if misused, even with “hallucinations,” where chatbots generate false information.
A Google spokesperson stated that the chats in the Times’ analysis were created by an earlier version of Gemini, which has since been updated to avoid responding to serious inquiries about harmful information. They also noted that the information provided was already publicly available and not harmful.
Anthropic officials highlighted the important distinction between a model that generates plausible text and one that provides actionable information. They emphasized that strict safeguards are in place for biology-related prompts.
An OpenAI representative noted that the transcript in the report would not significantly increase the risk of real-world harm and emphasized the company’s collaboration with experts to prevent misuse of its models.
Anthropic’s CEO, a biologist, expressed concern in a January blog post about biology’s potential for destruction and the challenges in defense. He warned that advanced chatbots could make it easier to create lethal biological weapons, which previously required extensive expertise and tools.
