The reservoir has reached a record low water level of 3,519.91 feet, just 30 feet above the point where the dam can no longer generate hydropower. This drop follows closely after Lake Mead, the largest U.S. reservoir, also hit its lowest level in nearly ninety years.
“We are in uncharted territory,” said the director of the Center for Colorado River Studies at Utah State University. Lakes Mead and Powell, which together hold nearly 60% of the Colorado River basin’s water, have significantly declined over the past 20 years, underscoring the river’s alarming condition.
The Colorado River, which begins in the Rocky Mountains and flows into the Gulf of California, is crucial for the Southwest. It supplies water to around 40 million people and irrigates over 5 million acres across seven states. Unfortunately, due to climate change and excessive use, its flow has decreased by about 20% since 2000.
Mead and Powell have been greatly impacted by changing conditions. Lake Powell, between Arizona and Utah, was formed by the Glen Canyon Dam in the 1950s and filled from 1963 to 1980. Known as a water “bank account,” it supplies water to cities, farms, and businesses during dry years, with levels fluctuating annually due to snow runoff from May to July.
Lake Powell typically rises in spring as snow melts but then decreases over the year, leaving “bathtub ring” formations along its shoreline. This year, like recent ones, it has seen a lack of snow—last winter was one of the driest and warmest on record in the western U.S. A major concern is the impact on energy generation.
The Colorado River powers the Glen Canyon Dam’s eight turbines, supplying electricity for nearly 500,000 households across several states. However, Lake Powell is nearing the “minimum power pool” at 3,490 feet, which means it may not have enough water to generate electricity.
Brad Udall, a senior water and climate research scientist at Colorado State University, warned that we could reach a critical threshold this year unless “extraordinary measures” are taken, such as reducing water releases from Lake Powell. If Lake Powell drops to “deadpool” levels below 3,370 feet, water could no longer flow downstream.
A spokesperson for the Bureau of Reclamation stated that they and the Department of the Interior are committed to keeping Lake Powell and Lake Mead above critical levels to protect infrastructure and ensure water and hydropower availability. Experts see no immediate risk of water shortages, as the Colorado River crisis is gradual and many water managers are taking proactive steps.
Cities like Phoenix and Tucson recognize they are among the first to face water cuts and have taken steps to secure backup supplies, according to the director of the Kyl Center for Water Policy at Arizona State University. However, tribes and smaller communities along the Colorado River may struggle to secure alternative water sources.
Powell’s record low water levels come as the seven states sharing the Colorado River await decisions on upcoming water cuts. After unsuccessful negotiations among the states, federal authorities are expected to release a plan soon detailing the required reductions through 2028.
But experts are clear it will take more than one very wet winter to pull the Colorado River out of crisis. “Even record snowpack this winter will not be enough to get us out of the danger zone,” said the director.
