The United States is at a critical point as China accelerates its drive to dominate the merging of biotechnology and artificial intelligence (AI) in warfare.
A new report from the US National Security Commission on Emerging Biotechnology reveals that China’s state-driven approach is reshaping the global biotechnology landscape, raising surprising national security implications.
China aims to build a world-class military by 2049, focusing on “intelligent warfare.” The Commission warns that the People’s Liberation Army (PLA) may be developing genetically enhanced soldiers, integrating biological augmentation with AI-driven decision-making for the battlefield.
These outcomes are not mere science fiction tropes but the direct results of China’s Military-Civil Fusion doctrine, which intentionally blurs the lines between civilian innovation and military capability. In this context, the emergence of AI-powered super-soldiers is inevitable.
The report was submitted to the US Congress after two years of analysis and over 1,800 consultation calls for urgent national action. The Commission warned that a critical moment in biotechnology is approaching; if China reaches it first, the US may not catch up. This pivotal moment could redefine military power for generations.
China’s strategy involves stealing intellectual property, using state subsidies to scale production, and controlling supply chains. The report highlights how state-backed entities like the Beijing Genomics Institute (BGI) and MGI Tech manipulate biotech markets, indicating significant state support for their atypical growth.
Their pricing undercuts foreign competition in sensitive areas like genomic sequencing and APIs, prompting countries like India to impose anti-dumping duties. In the defense sector, this creates a heightened strategic threat.
Traditional drone warfare was a significant advancement in the last decade. Still, China’s genetically engineered troops in the People’s Liberation Army (PLA), designed for enhanced endurance and cognitive abilities, represent the next leap. The PLA’s modernization includes AI systems for logistics and combat.
As the report states, “Drone warfare will seem outdated against genetically enhanced PLA super-soldiers integrating human and AI capabilities.” To counter this, the Commission outlines a two-track strategy: accelerate US innovation while slowing China’s rise.
This includes protecting biotechnology intellectual property from state-sponsored theft, rejecting Chinese capital where necessary, and recognizing that Chinese firms are not ordinary market players.
The report stated, “China has no right to American research. ” It also called for a minimum $15 billion federal investment over the next five years to catalyze private capital and scale domestic biotech innovation.
Key actions include developing a future-ready biotech workforce, securing data through partnerships, and enhancing biotech in defense. According to the Commission, artificial intelligence (AI) is rapidly driving this race, while the U.S.’s advantage in AI-enabled biotech is quickly diminishing.
