The Pentagon’s Kill Switch Shouldn’t Belong to Big Tech

U.S. Special Operations Command Chief Admiral warned that troops must be cautious about integrating artificial intelligence into military operations.

The key issue isn’t whether the Pentagon will adopt commercial AI, but who will control the software after integration. This must be settled before deployment. The U.S. government should retain the authority to stop the system, freeze versions, revert to previous versions, and maintain essential operations if the vendor relationship fails.

The situation is urgent. In 2025, the Pentagon’s Chief Digital and Artificial Intelligence Office awarded $200 million contracts to Anthropic, Google, OpenAI, and xAI for AI workflows in national security. While increasing reliance on commercial AI offers benefits, it is vital to prevent dependence from leading to the delegation of command authority.

The Starlink controversy in Ukraine revealed a key issue. In 2022, Ukraine asked SpaceX to activate coverage near Sevastopol for an attack on Russia’s Black Sea Fleet. Elon Musk declined, citing risks of escalation. Initially, it was reported that he had turned off coverage, but this was later corrected: the area had never been activated. The main point is more specific.

Decisions by private providers can significantly impact wartime strategies. This doesn’t suggest wrongdoing by SpaceX or imply that the Pentagon should control private intellectual property. Instead, it stresses the need for military leaders to avoid reliance on unilateral decisions or vague contracts. Hence, every contract for mission-critical AI should specify six essential rights.

The government should implement an emergency stop feature to freeze the last approved model and roll back if a faulty update occurs. Core functions must operate in offline mode, and vendors must notify the government of significant changes to models or access terms. Operational continuity should be maintained during contract disputes or acquisitions.

The Pentagon should keep a secure executable package for essential functions to recover approved capabilities without accessing source code. Protections must be mutual; vendors shouldn’t have to support illegal activities, and the Pentagon shouldn’t have unlimited rights to repurpose software. Contracts should specify acceptable uses, update authority, and emergency controls before system integration.

Clear regulations protect companies from unexpected demands and commanders from surprise vetoes, removing the need for a new AI regulatory body. Congress should require the Pentagon to enforce these rules for major military AI acquisitions and explain any exceptions. Government ownership of all code is unnecessary for software sovereignty.

The government should retain four essential powers over mission-critical capabilities: to continue, stop, freeze, and recover operations. The Pentagon must focus on acquiring top American technology instead of trying to replicate Silicon Valley. It’s vital that command authority is maintained, and when commercial AI is integrated into military systems, the off switch should remain within the chain of command.
