A University of Colorado analysis warns that Lake Mead and Lake Powell, the Colorado River Basin’s largest reservoirs, could face a “system crash” by 2028 if current trends continue.
This situation would lead to critically low water levels, rendering municipal and agricultural deliveries and hydropower generation unfeasible. The warning highlights the significant impact on millions in the American West and parts of Mexico who depend on this infrastructure.
Forecasts for 2026 predict one of the lowest runoff years on record, with Lake Powell inflows expected to be just 13 percent of normal by July. This follows a disappointing 2025 and adds to decades of climate-driven aridification, which has reduced snowpack and river flows.
Low water inflows are rapidly depleting already diminished reservoirs, raising the risk of operational collapse in the coming years. This crisis results from a long-term “ratchet effect,” where brief periods of wet weather provide only temporary relief, as overuse and droughts quickly erase any gains.
Since 1999, storage levels have declined sharply as demand has outpaced natural supply. Climate change has worsened this issue, resulting in a groundwater loss equal to Lake Mead’s capacity from 2002 to 2024, mainly in the lower basin.
If reservoir levels reach ‘run-of-the-river’ conditions, water will flow downstream without storage, jeopardizing cities, farms, and ecosystems. This could severely impact agriculture, urban water security, and habitats in the basin.
Researchers estimate that even in a wet-year recovery scenario, there will only be two years of respite before returning to crisis, highlighting the urgent need for structural conservation reforms.
