The Congress will be presented to approve a new nuclear strategy to counter the growing Beijing’s growing nuclear arsenal. It aims to mitigate the risk of coordinated nuclear strikes by China, Russia, and North Korea in the future.
Since January 2021, China’s nuclear arsenal has increased from 400 to 500 warheads, with projections to double to 1,000 by 2030. President Xi Jinping has emphasized strengthening the military’s capability for modern warfare. In response, the US has prioritized diplomacy over deterrence.
The US attempted to involve China in arms reduction talks with Russia in 2020, but the effort failed. In June, the US had informal nuclear talks with China, which ended in mid-July after China suspended dialogue due to US arms exports to Taiwan. It’s unclear when the negotiations will resume. Also, the US response to North Korea’s nuclear development was seen as passive.
North Korea sought Russian assistance in satellite technology development in exchange for exporting weaponry to Russia. Russia considers North Korea’s nuclear program a legitimate form of self-defense and could potentially support Pyongyang’s nuclear force modernization aspirations.
The US Treasury Department tightened sanctions on entities in Russia, China, and the United Arab Emirates, allegedly supporting North Korea’s weapons programs. However, these sanctions lack deterrence value without diplomatic outreach to Pyongyang or concrete military actions.
The US response to the Russian nuclear threat has been promising, approving the transfer of F-16 fighter jets and ATACMS missiles to Ukraine. The US has relied on China and India to discourage Russia from using tactical nuclear weapons, a short-term diplomatic triumph.
However, the US is less prepared for the long-term nuclear threat posed by Russia’s militarization of space. In May, a Soyuz rocket launched from Russia’s Plesetsk site and sent at least nine satellites into low Earth orbit.
Cosmos 2576, a counter-space weapon that can target US satellites, has entered orbit. There are concerns about Russia launching a nuclear-capable weapon. US intelligence needs to address this gap. How can the US improve deterrence against nuclear threats? Modernizing US nuclear forces is crucial, with progress in upgrading warheads, ICBM launchers, and submarines.
Supporting Ukraine against Russian aggression can deter other nuclear-armed adversaries. A favorable outcome in Ukraine would signal to China and North Korea that nuclear threats won’t stop the West. It would also allow the US to focus on China’s nuclear program and expand deterrence in the Indo-Pacific region.
The US decision in April 2023 to station nuclear-armed submarines off South Korea’s coast discouraged Seoul from pursuing its nuclear deterrent. Expanding Aukus’s informal partnerships could benefit other US allies like the Philippines and Japan.
