Anthropic announced on Thursday that it has blocked scientists who used its Claude AI models in ways that could assist in the development of biological weapons.
The report revealed various harmful activities, including surveillance, scams, conventional weapons development, and propaganda.
The report highlights “notable and novel threat activity” identified by Anthropic. The threat actors included criminals, suspected state-sponsored groups, spyware vendors, and state propaganda institutions.
Anthropic highlighted five cases that could enable the development of biological weapons, labeling biological misuse as “one of the most serious risks of frontier AI models.”
The company said the identified cases show the AI models’ capabilities, but they do not prove these capabilities would be used to create biological weapons. The individuals involved are working scientists, but Anthropic has not revealed their identities.
The company noted that it cannot “assert that they intended harm.” The report states, “After detecting and investigating these cases, we banned the users’ accounts and used our findings to improve our safeguards and threat intelligence processes to better prevent and disrupt such activities in the future.”
Recent models like Claude Fable 5 feature enhanced safeguards that restrict access to various dual-use biological research queries, as the report notes. This emphasizes that AI’s biological capabilities can be used for both good and harmful purposes.
“The same information that can be used to create a biological weapon can also help develop a vaccine or cure for a disease,” the company stated. Anthropic also removed accounts using Claude for influence operations, including three aligned with the Iranian state.
The company reported that individuals affiliated with Iranian state propaganda carried out each operation. They used Claude to create content, disguise posts as independent news, and disseminate information on platforms like X, Instagram, and TikTok.
One threat actor associated with Iran utilized Claude to develop targeting recommendations against U.S. naval forces in the region. The same account developed software for Iran’s mass-surveillance platform. Claude was also used for surveillance operations in China and West Africa, including target identification.
Anthropic found cases where AI is replacing human engineers. In China, three accounts tied to the PRC’s municipal security service used Claude for surveillance and repression, including profiling overseas activists and organizations.
