This AI That Was Too Dangerous Now Is Returning

An AI system previously banned in the US is making a return. Anthropic, the company behind the chatbot Claude, has recently shared updates on its advanced Fable and Mythos models.

Shortly after their launch, officials raised concerns that the systems posed a serious national security threat and should be restricted, fearing they could expose vulnerabilities in critical infrastructure and be exploited by military intelligence in countries like China or Russia.

The US government’s export ban stopped foreign nationals from using the tool. Anthropic stated that complying would require an outright ban since verifying users’ nationalities is impossible.

Anthropic has lifted its ban and is working with the US Commerce Department to ensure its latest models remain available. They have enhanced system controls for better security. Recently, the US government allowed the release of Mythos 5 to select “trusted” US organizations.

The model designed to detect cybersecurity vulnerabilities was previously available to more companies through the Glasswing project. It is now working with the US government to expand access to Mythos 5 for more domestic and international partners.

Additionally, Fable 5, which has stronger safeguards and is intended for the public, will be available starting Wednesday. Anthropic, which has faced challenges with Donald Trump’s administration, is enhancing its collaboration with the U.S. government by offering designated partners expanded early access to its models.

Glasswing is working with Amazon, Microsoft, Google, and other partners to establish standards for identifying AI jailbreaks and create a severity ranking system.

In a letter to Anthropic, Commerce Secretary Howard Lutnick indicated that Anthropic would collaborate with the U.S. government on protocols for its models, including Mythos and Fable, and report any malicious activities.

Mr. Lutnick noted that the department “reserves the right to reevaluate this letter’s decisions and reimpose a license requirement if circumstances change or Anthropic violates its commitments.”

Anthropic announced that the June 12 export-control order was prompted by Amazon researchers who found a way to bypass Fable 5’s safeguards, enabling the model to identify software vulnerabilities and demonstrate code exploiting one of them. In response, Anthropic has implemented a new safeguard to block this behavior.

Blocked requests will be redirected to the Opus 4.8 model. Anthropic acknowledged that while this may frustrate users, it is essential for broader access to the model. They also indicated that complete jailbreak resistance is likely impossible, raising concerns about potential harmful behaviors.

“There will be minor jailbreaks, some potentially harmful. While no universal jailbreaks for Fable 5 have been found yet, expert researchers are conducting assessments. The executive director of the Frontier Security Institute, noted that a process for establishing standards for U.S. AI models is developing.”

He noted, “There is still uncertainty about how the U.S. will address dangerous AI capabilities from China with fewer regulations.” This month, following an executive order from President Trump, developers must submit “covered frontier models” to the U.S. government for 30 days before sharing them with trusted partners.

Similar to Anthropic, OpenAI has also encountered restrictions. On Friday, OpenAI announced that it has postponed the full public launch of GPT-5.6 at the request of the U.S. government, thereby limiting access to a select group of approved partners. The relationship between Anthropic and the U.S. government has been notably strained.

The Pentagon designated the company a “supply-chain risk” earlier this year, barring contractors from using Anthropic’s AI for military projects. This followed the company’s refusal to allow its models for mass surveillance or fully autonomous weapons systems.
