A laboratory worker in her late 20s at the Irkutsk Anti-Plague Institute, which studies the plague and other infectious diseases, suddenly died from an unknown illness possibly due to an accident. Russia’s health agency, Rospotrebnadzor, reported this information.
Several hospitals in the area are under quarantine, and a local industrial plant has implemented a mask mandate. Reports of an outbreak have been issued but often withdrawn or revised to suggest the situation is routine.
Annie Jacobsen’s new book, *Biological War*, begins with a plague outbreak in Siberia that escalates into a global disaster. While fictional, its chilling plausibility is striking. Plague is a serious illness; during the 14th century, the Black Death wiped out one to two-thirds of Europe’s population.
Untreated plague can be deadly, but antibiotics work if the disease is identified quickly. A dangerous pathogen from a high-security lab, especially with limited information, should prompt immediate international scrutiny.
During the Cold War, defectors like Vladimir Pasechnik exposed the extensive nature of the Soviet Union’s Biopreparat program, a major state initiative focused on developing biological weapons.
The Soviet Union collapsed, but its CBRN knowledge persists. Russia maintains a significant military focus on chemical and biological defense and has frequently threatened to use weapons of mass destruction.
This does not prove that Moscow is developing biological weapons in Siberia, but dismissing this possibility is risky. The COVID pandemic showed how quickly a pathogen can cross borders and impact societies.
Biological weapons are alarming because they can be used without warning, and victims may be unaware they have been targeted. The Siberian reports raise critical questions: How did a lab worker contract the plague? What strain was involved? What safety measures failed? Has anyone else been exposed?
Authorities should answer questions about the situation quickly and transparently. Instead, information seems to have been restricted, allowing COVID to spread globally while China tried to keep it secret.
Additionally, biotechnology is rapidly advancing, with gene-editing technologies like CRISPR able to alter genetic material with impressive precision.
Artificial intelligence is advancing biological research, but it could also create new threats if misused. While I don’t believe the Siberian outbreak was engineered, we should recognize that biological science could become a security concern like nuclear technology, indicating a serious vulnerability.
Many laboratories worldwide handle dangerous pathogens, but the international verification system for biological weapons is weaker than for chemical weapons. The Chemical Weapons Convention, supported by the OPCW, allows inspectors to examine facilities and ensure accountability.
The lack of an equivalent organization to the Biological and Toxin Weapons Convention poses a significant risk. We need an Organization for the Prohibition of Biological Weapons with adequate funding, inspection capabilities, and authority to investigate suspicious outbreaks. Meanwhile, legitimate biomedical research must continue to pursue cures for deadly diseases.
The lesson from COVID-19 is clear: pathogens spread faster than governments can respond. The threat of biological warfare is even more concerning, as it involves deliberate efforts to spread diseases. For years, we’ve invested billions in preparing for traditional weapons; it’s time to focus equally on combating infectious agents.
The next surprise may not come from the sky, but from an unwell passenger on one of the thousands of planes landing in the country daily.
