Hospitals, water dams, and power plants across the U.S. are on high alert for impending Iranian cyberattacks as a direct response to U.S. airstrikes on Iranian nuclear sites over the weekend.
On Saturday, the United States escalated its conflict with Iran by launching airstrikes on three nuclear sites. In the days since, the U.S. power grid’s cyber threat-sharing center has monitored the dark web for Iranian activity, and hospital executives have contacted the FBI to assess the threat level. This heightened vigilance is a necessary and sensible response.
Iran prefers cyber retaliation against the US, finding it easier than physical attacks. Tehran-linked hackers have previously targeted American hospitals and water facilities. Following missile strikes on a US military base in Qatar, CrowdStrike’s Adam Meyers noted that “Iran’s kinetic retaliation is already in motion, and digital retaliation may not be far behind.”
“The cyber element enables them to extend their reach with deniability,” Meyers stated. While there have been no new confirmed breaches of US organizations by Iranian hackers, they have been scanning for vulnerabilities and discussing possible retaliation. Hours after the Iranian missile strikes, President Trump announced a ceasefire between Israel and Iran.
It was unclear on Monday night in the U.S. and early Tuesday morning in the Middle East whether the fragile balance would hold. Before the ceasefire announcement, Department of Homeland Security analysts warned that Iran might “target” American officials if its leaders perceive a threat to their regime’s stability or survival.
Less planning is needed for Iranian responses in cyberspace, as hacking can stay below the threshold of war. Tehran has historically targeted vulnerable U.S. critical infrastructure. “If it’s there and vulnerable, they are more likely to target it,” noted a U.S. official monitoring potential threats.
After the Israel-Gaza war began in the fall of 2023, U.S. officials linked multiple cyberattacks on water facilities to Iran’s Islamic Revolutionary Guard Corps. In one incident, hackers breached industrial equipment at a Pittsburgh-area water plant, forcing manual operation of a pump station and displaying an anti-Israel message on the monitor.
The Cybersecurity and Infrastructure Security Agency (CISA), part of the Department of Homeland Security, is collaborating with government and industry partners to enhance collective defense. CISA spokesperson Marci McCarthy stated to CNN, “There are currently no specific credible threats against the homeland.” U.S. officials are closely monitoring hackers linked to Iran.
Hackers often exaggerate their successes to gain an advantage. An alleged Iranian persona reached out to American reporters, including me, to promote their cyberattacks. The Department of Homeland Security (DHS) warned on Sunday that low-level cyberattacks by pro-Iranian hacktivists are likely, and Iranian government-affiliated cyber actors may also target U.S. networks.
“Iran’s growing expertise in aggressive cyber operations poses a significant threat to U.S. network security,” stated the Office of the Director of National Intelligence in its March threat assessment. “Guidance from Iranian leaders has motivated cyber actors to enhance their attack capabilities.”
