Russia now has a free hand to destroy undersea communications cables, Putin ally says

A close ally of Russian President Vladimir Putin suggested that Moscow could destroy its enemies’ undersea communication cables. A NATO official said that Russia may be mapping underwater internet cables, which are now considered a legitimate target. This warning came after an explosion at Nord Stream 2, a gas pipeline from Russia to Germany.

Russian officials initially blamed the West for the attack, but recent reports indicate Ukraine may have been responsible. Putin’s ally, Medvedev, suggested that evidence of Western countries’ involvement could justify targeting enemies’ undersea communication cables.

The undersea fiber-optic cables transferring data between continents are vulnerable to hostile powers, including Russia. The Center for Strategic and International Studies and NATO’s intelligence chief have warned about this potential threat.

NATO’s planners are increasingly concerned about the potential for serious damage or disruption to undersea internet cables, which could wipe out essential internet services and impact our economies.

In 2023, Sweden’s civil defense minister blamed “external force or tampering” for damaging a Baltic Sea telecom cable. NATO increased aircraft patrols off Ireland’s coast due to Russian submarine concerns. Russia has also been accused of interfering with GPS navigation, disrupting commercial flights between Helsinki and Tartu, Estonia, in April.

An international security expert at University College London stated that Russia is conducting a “gray zone” campaign against the West through covert actions below the threshold of open warfare. This capability is cost-effective and effective in disrupting national and economic security by interfering with subsea cables and GPS as our reliance on connectivity and space data grows.

For decades, the world has relied on underwater cables to transmit data. Initially used for telegraph and telephone signals, these cables now cover about 745,000 miles and handle 95% of international data transmission. The increasing dependence on electronic communications has made these undersea cables a critical vulnerability for nations relying on them.

GPS signals are increasingly crucial for the airline industry, guiding planes to their destinations safely. However, disrupted GPS signals can still endanger planes. During its conflict with Ukraine, Russia has enhanced its electronic warfare capabilities to scramble GPS coordinates used for guiding missiles and drones.

Russia’s disruption of commercial aviation GPS in Eastern and Northern Europe is seen as a signal to the West. It undermines confidence in aviation and highlights ordinary citizens’ reliance on satellite navigation. This also alerts governments to the political risks of potentially deniable mass transit accidents.

NATO has started safeguarding undersea cables with a system to warn of interference. Currently, there is no accountability for sabotage in international waters.
