Are Killer Robots going to be used on the battlefield?

China’s autonomous “killer robots” are projected to be deployed in its military within the next two years, heralding a new era of AI-enhanced warfare described as “the most significant threat to the survival of humanity” by one expert.

In the 21st century, remote forms of warfare, such as drones and cyberattacks, have become more prevalent. Unmanned aerial vehicles have been crucial in the ongoing war in Ukraine, where control of the skies is important. Last week, the U.S. Department of Defense announced a new $1 billion investment to upgrade its drone fleet.

“Several major powers have taken this development a step further and begun to develop fully autonomous, AI-powered ‘killer robots’ to replace their soldiers on the battlefield,” a leading defense analyst told National Security News. “I would be surprised if we don’t see autonomous machines coming out of China within two years.”

He mentioned that China was rapidly developing new AI-powered ships, submarines, and aircraft. Last month, The People’s Liberation Army showcased a gun-mounted robot dog made by the Chinese company Unitree Robotics during military exercises with Cambodia.

In 2022, at an arms fair near Moscow, Russia showcased a modified Unitree Robotics dog, rebranded as the M-81 robot dog. This robot dog was equipped with a rocket-propelled grenade launcher. Arms Campaigns Director for Human Rights Watch expressed concerns, stating, “Unfortunately, China and other major military powers appear to be rapidly advancing towards acquiring killer robots.”

China has already started using AI-powered machines to create weapons. Some experts have suggested that this could lead to a threefold increase in the production of bombs and shells by 2028. US policy and development of autonomous weapons have been criticized for not considering the ethical implications.

The US has opposed new international bans or limits on autonomous weapons, instead advocating for voluntary codes of conduct while pushing ahead with deployment on the battlefield.

In March 2023, a U.S. representative at a UN conference on lethal autonomous weapons systems stated that it was “not the right time” to begin legislating against their development.

This unrestrained progress has prompted many warnings that autonomous weapons would not be able to adhere to the laws of war, and would eliminate countries’ hesitance to engage in conflicts for fear of losing troops.
