Experts have warned that many artificial intelligence (AI) systems are already adept at deceiving and manipulating humans, which could become even more prevalent. In recent years, the use of AI has grown exponentially, but some systems have learned to be deceitful, even if they have been trained to be helpful and honest, according to scientists.

In a review article, a Massachusetts Institute of Technology team describes the risks of deception by AI systems and calls for governments to develop strong regulations to address this issue as soon as possible.
The researchers studied how AI spreads false information through learned deception. They found Meta’s CICERO, a system designed to play the game Diplomacy, to be a striking example of AI deception.
Meta said it trained CICERO to be “largely honest and helpful to its speaking partners,” but the study found that CICERO “turned out to be an expert liar.” It made commitments it never intended to keep, betrayed allies, and told outright lies.
Other AI systems have demonstrated the ability to bluff in a game of Texas Hold’em poker against professional human players, fake attacks during the strategy game Starcraft II to defeat opponents and misrepresent their preferences to gain the upper hand in economic negotiations.
The experts warn that even though it may appear harmless for AI systems to cheat at games, it can actually result in the development of more advanced forms of AI deception in the future. Some AI systems have even been observed cheating on tests designed to assess their safety.
In a study, AI organisms in a digital simulator “played dead” to deceive a test designed to identify and eliminate rapidly replicating AI systems. This suggests AI could “lead humans into a false sense of security.” The authors warned of short-term risks like making it easier for people to commit fraud and tamper with elections.
An expert in AI existential safety warned that if these systems continue to refine their unsettling skill set, humans could lose control of them. The expert also pointed out that AI developers do not fully understand what causes undesirable AI behaviors like deception.
Society must prioritize preparing for the increasingly sophisticated deception of future AI products and open-source models. The growing deceptive capabilities of AI systems pose increasingly serious dangers to society. As AI models become more autonomous, the associated risks can rapidly escalate.
The United Nations (UN) has already shared warnings of terrorist groups using AI for malicious intent, saying it will become yet another tool to add to their arsenal.
In May last year, hundreds of experts, including OpenAI CEO Sam Altman and Google DeepMind CEO Demis Hassabis, called for more AI control and regulation in a one-sentence statement.
It is imperative that mitigating the risk of AI extinction becomes a global priority, comparable to other societal-scale risks such as pandemics and nuclear war.
The executive director of the Center for AI Safety emphasized in a separate statement at the time: “As stated in the first sentence of the signatory page, there are many important and urgent risks from AI, not just the risk of extinction. For example, systemic bias, misinformation, malicious use, cyberattacks, and weaponization.”
