AI could potentially engineer a pandemic in the future

Recent advancements in specialized AI models trained on biological data offer promising potential to accelerate vaccine development, cure diseases, and engineer drought-resistant crops. However, these models’ beneficial qualities also introduce potential dangers by requiring them to recognize harmful elements before designing safe vaccines.

Experts urge governments to regulate advanced biological models to prevent potential misuse. According to a new policy paper in Science, future AI systems could be used to create pandemic-capable pathogens.

The authors, who include public health and legal professionals from various institutions, emphasize the need for effective governance systems in light of the potential for advanced biological models. Anita Cicero, deputy director at the Johns Hopkins Center for Health Security, underscores the urgency of planning now.

Government oversight and requirements are necessary to reduce the risks of powerful tools in the future. Throughout history, humans have weaponized biological agents. For example, in the 14th century, Mongol forces catapulted plague-infested corpses over enemy walls, potentially spreading the Black Death in Europe.

During World War II, major powers experimented with biological weapons like plague and typhoid, which Japan used on Chinese cities. During the Cold War, the US and the Soviets had biological weapons programs. In 1972, they agreed to ban biological weapons and created the Biological Weapons Convention.

However, the treaty did not eliminate the threat, as the Aum Shinrikyo cult attempted to develop and release bioweapons in the 1990s. The group’s lack of technical expertise led to failed efforts, but experts warn that future AI systems could bridge this gap. With increased power, AI could lessen the knowledge needed for malicious acts.

Additionally, AI might be able to determine how a pathogen could maintain its ability to spread while remaining potent. The risk of accidental pathogen release due to inadequate protocols is a global concern, attracting attention from figures like Bill Gates and U.S. Commerce Secretary Gina Raimondo.

The gap between a virtual blueprint and a physical, biological agent is surprisingly narrow. Many companies allow you to order biological material online. However, there are unevenly applied measures to prevent the purchase of dangerous genetic sequences within the U.S. and abroad, making them easy to get.

 Voluntary commitments are insufficient to protect against risks in biological AI. The U.K. AI Safety Institute, in collaboration with its U.S. counterpart, has conducted safety testing on AI models, focusing on general-purpose large language models rather than biology-specific systems.

The authors recommend that regulators focus on only two types of models to avoid hindering progress. 175 people, including researchers, academics, and industry professionals from Harvard, Moderna, and Microsoft, have signed voluntary commitments in the Responsible AI x Biodesign community statement.
