We’ll need universal basic income

The computer scientist, regarded as the “godfather of artificial intelligence,” stated that the government would need to establish a universal basic income to address the impact of AI on inequality. Professor Geoffrey Hinton expressed concern about AI taking over many routine jobs and suggested that a benefits reform providing fixed amounts of cash to every citizen would be necessary.

“I was consulted by people in Downing Street, and I advised them that universal basic income was a good idea,” he said. He said that while AI would increase productivity and wealth, the money would go to the rich “and not the people whose jobs get lost, which will be very bad for society.”

Professor Hinton is the pioneer of neural networks, which form the theoretical basis of the current explosion in artificial intelligence. Until last year, he worked at Google but left the tech giant so he could speak more freely about the dangers of unregulated AI.

The concept of a universal basic income involves the government providing all individuals with a fixed salary, regardless of their financial situation. Critics argue it would be expensive, divert funding from public services, and may not effectively reduce poverty. Professor Hinton emphasized his concern about the emergence of threats that could lead to human extinction.

Governments have been unwilling to control the military use of AI. The rapid development of AI products could lead to tech companies not prioritizing safety, posing an “extinction-level threat” for humans.

“We are very concerned about this,” he said. He mentioned that AI could “evolve” and become motivated to create more of itself and could independently “develop a sub-goal of gaining control.” He also stated that there is already evidence of large language models, which are a type of AI algorithm used to generate text, choosing to be deceptive.

“What concerns me the most is the potential for these AI to make autonomous decisions to kill people,” he said. Professor Hinton suggested that something similar to the Geneva Conventions, which establish legal standards for humanitarian treatment in war, may be necessary to regulate the military use of AI.

The West is currently engaged in a Manhattan Project-style race, similar to the nuclear weapons research during World War Two, with autocracies such as Russia and China on the military use of AI. When asked about this, Professor Hinton responded, “[Russian President Vladimir] Putin said some years ago that whoever controls AI controls the world. So I imagine they’re working very hard.”
