Tech companies have agreed to an (AI) “Kill Switch”

There’s no stuffing AI back inside Pandora’s box. Still, the world’s largest AI companies are voluntarily working with governments to address the biggest fears around the technology and calm concerns that unchecked AI development could lead to sci-fi scenarios where the AI turns against its creators taking control of nuclear weapons and using against the humans, like the movie Terminator.

This morning, 16 influential AI companies, 10 countries, and the EU met in Seoul, South Korea, to set guidelines for responsible AI development. However, these conversations will only go so far without strict legal provisions.

At the summit, AI companies agreed to implement a “kill switch,” halting the development of advanced AI models if they pose significant risks. The effectiveness of the policy is uncertain because it lacks legal weight and specific risk thresholds. Additionally, AI companies not present at the agreement or competitors of those who agreed to the terms are not bound by the pledge.

AI companies, including Amazon, Google, and Samsung, have agreed not to develop or deploy a model or system if mitigations cannot be applied to keep risks below certain thresholds. This commitment was made at a summit following last October’s Bletchley Park AI Safety Summit, which was criticized for its lack of actionable commitments to keep humanity safe from the proliferation of AI.

Following that earlier summit, a group of participants wrote an open letter criticizing the forum’s lack of formal rulemaking and AI companies’ outsized role in pushing for regulations in their own industry. The letter states that enforceable regulatory mandates are the best way to address these harms rather than self-regulatory or voluntary measures. Writers and researchers have long warned of the risks of powerful artificial intelligence, first in science fiction and now in real life.

The “Terminator scenario” theory suggests that unchecked AI could surpass its human creators in power and become a threat. It’s named after the 1984 Arnold Schwarzenegger film, where a cyborg is sent back in time to prevent a future AI-triggered nuclear holocaust. UK Technology Secretary Michelle Donelan emphasized the need to understand and address the risks of rapidly evolving AI technology. AI companies also acknowledge their advanced offerings’ uncharted technological and moral complexities.

OpenAI CEO Sam Altman has warned about the risks of Artificial General Intelligence (AGI), which he defines as AI surpassing human intelligence. He believes AGI could lead to serious misuse, accidents, and societal disruption. Despite the potential benefits, the development of AGI cannot be stopped permanently. Instead, society and AGI developers must work together to ensure responsible development.

Global efforts to regulate AI have been scattered and lack legislative authority. A UN policy framework was unanimously approved last month, but it was non-binding. The Bletchley Declaration from last October’s global AI summit in the UK contained no tangible commitments regarding regulation.

AI companies are forming organizations to advocate for AI policy. Amazon and Meta recently joined the Frontier Model Foundation, a nonprofit dedicated to advancing the safety of frontier AI models alongside Anthropic, Google, Microsoft, and OpenAI.

The nonprofit has not proposed any firm policy. Executives praised the white house executive order on regulating AI safety for including strict legal requirements that go beyond vague commitments in other policies.

The White House has used the Defense Production Act to mandate that AI companies share safety test results with the government. The EU and China have also enacted policies on copyright law and personal data. Colorado’s governor announced legislation banning algorithmic discrimination in AI and requiring developers to share internal data with state regulators.

France will host another summit early next year to continue the discussion on global AI regulation, aiming to establish formal definitions of risk benchmarks that would necessitate regulatory action. This follows previous meetings in Seoul and Bletchley Park and marks a significant advancement in the process.

The billionaires that control these AI companies are already hostile toward the human race. But they have already prepared for a great reset and the end times.
